City of Stockton Accepting Applications for Boards, Commissions and Committees

The City of Stockton is accepting online applications for boards, commissions and committees at www.stocktonca.gov/bcvacancies. The following opportunities are available:

City of Stockton Arts Commission: A 15-member commission that encourages, promotes and sponsors projects and programs for the growth and public awareness of visual, performing and literary arts in Stockton; helps promote artists and art organizations; and advises City Council on the City’s artistic and cultural development. Five upcoming vacancies begin immediately upon appointment with terms of service that end Dec. 31, 2022. A full term of service is four years with a two-term limit. Members meet the first Monday of each month at 5:30 p.m. To qualify, applicant must be a resident of the City of Stockton upon applying and throughout the entire term of service. There is no remuneration.

Building Board of Appeals: A seven-member board that hears appeals to decisions made by the Building Official for denials to alternative methods and materials use and from aggrieved parties to codes and related City regulations. Three vacancies begin immediately upon appointment and term of service ends Jan. 31, 2023. A full term of service is four years with a two-term limit. Members meet as needed on the third Wednesday of each month at 5:45 p.m. Applicant must be a resident of the City of Stockton upon applying and throughout the entire term of service. California Correctional Health Care Services Citizens’ Advisory Committee: A board with two members appointed by the Stockton City Council to improve public understanding of correctional programs, influence correctional directions, and suggest ways to improve and participate in inmate programming. Two vacancies begin July 1, 2019, and term of service ends July 1, 2021. A full term of service is two years with no term limits. Applicant must be a resident of the City of Stockton upon applying and throughout the entire term of service. There is no remuneration. Visitwww.stocktonca.gov/bcvacancies for Committee composition.

Central Parking District Advisory Board: A seven member board that serves as an advisory body to the City Council for recommendations on rules, rates, regulations and development plans of the Central Parking District. Five vacancies begin immediately upon appointment and term of service ends June 30, 2022. A full term of service is four years with a two-term limit. Members meet once a month on the fourth Wednesday. Applicants must own real property or be an executive officer or board member of a corporation that owns property within the Central Parking District. There is no remuneration.

City Council Salary Setting Commission: A five-member commission that recommends Council monthly salary and benefits, including the Mayor, for two-year periods. Two vacancies begin immediately upon appointment and term of service ends Dec. 31, 2022. A full term of service is four years with a two-term limit. Members meet biannually between March 1 and April 30 of every odd year. Applicant must be a resident of the City of Stockton upon applying and throughout the entire term of serviceand be registered to vote in the City of Stockton. There is no remuneration.

Civil Service Commission: A five-member commission that investigates, reports and creates rules on matters regarding the administration of the Civil Service System and advises the City Manager on personnel administration. Two vacancies begin immediately upon appointment and term of service ends June 30, 2021; two vacancies start July 1, 2019, and term of service ends June 30, 2022. A full term of service is three years with a two-term limit. Applicant must be a resident of the City of Stockton upon applying and throughout the entire term of service, be registered to vote in the City of Stockton, and cannot hold any other public office, place or position of employment with the City. Members meet the third Thursday of each month at 3 p.m. Remuneration is $25 per meeting, not to exceed $150 a month.

Community Development Committee: A seven-member Committee that acts as an advisory body to the City Council, studies Housing Department data to recommend ongoing project funding levels, reviews Department of Housing and Urban Development applications for Community Development funds, and meets with area residents to analyze activities, needs and community support for newly designated areas. One vacancy will begin immediately after appointment and term of service ends Sept. 30, 2022. A full term of service is four years with a two-term limit. Members must reside in same district as the appointing Councilmember, with the exception of the Mayor’s appointee; desired member should reflect ethnic balance of community. Meetings are held on an as-needed basis or at least quarterly. There is no remuneration.

Development Oversight Commission: An 11-member commission that enables the public and City staff to introduce, discuss and comment on City development, building and processing fee programs and development services. One vacancy begins immediately upon appointment and term of service ends Oct. 20, 2019. A full term of service is five years with no term limits. Meetings are held quarterly. Members must work in Stockton or with an organization that does business in Stockton. There is no remuneration. Visit www.stocktonca.gov/bcvacancies for membership composition.

Handicapped Access Board of Appeals: A five member board for appeals of administrative denials for alternative access to public accommodations for physically disabled persons as required by California Health and Safety Code. Two vacancies begin immediately upon appointment and term of service ends Jan. 31, 2023. A full term of service is four years with a two-term limit. Members meet on an as-needed basis on the fourth Tuesday of the month at 5:30 p.m. Applicant must be a resident of the City of Stockton upon applying and throughout the entire term of service. Required membership composition: two disabled persons; two persons experienced in construction and members of Building Board of Appeals; and one lay person. Remuneration is $20 per meeting, not to exceed $40 per month.

Mayor’s Task Force on Affordable and Workforce Housing: A 19-member task force that advises the Council on policies for sustainable, accessible residential housing development. The 19 vacancies begin upon appointment and term of service ends Jan. 31, 2019. A full term of service is one year with no term limits. Committee meets on an as-needed basis. Applicant must be resident of San Joaquin County. There is no remuneration.

Measure A Citizen’s Advisory Committee: A seven-member committee that reviews and informs the public about annual expenditures for Measure A to ensure tax proceeds used for purposes set forth in ballot measure. Three vacancies begin immediately upon appointment and term of service ends Jan. 31, 2023. A full term of service is four years with a two-term limit. Applicant must be at least 18 years of age, resident of City of Stockton upon applying and throughout the entire term of service, not hold an office incompatible with service on the Committee, and not be an employee, official, vendor, contractor or consultant of the City. Members meet on an as-needed basis. There is no remuneration.

Measure W Oversight Committee: A seven-member Committee that reviews appropriate use of Measure W sales and use tax for an annual report to City Council. Three vacancies begin immediately upon appointment and term of service ends Dec. 31, 2021. A full term of service is two years with a two-term limit. Members meet on an as-needed basis. Applicants must be at least 18 years of age, resident of the City of Stockton upon applying and throughout the entire term of service, and not be an employee, official, vendor, contractor or consultant of the City. There is no remuneration.

Parks and Recreation Commission: A 10-member Commission to act as the agent of the governing boards of its constituents (City of Stockton, County of San Joaquin, Unified School Districts representing Stockton, Lincoln, Lodi and Manteca). Two vacancies begin immediately upon appointment and term of service ends Dec. 31, 2022. Term of service is four years with a two-term limit. Members meet the fourth Monday of each month at 5:30 p.m. Applicant must be resident of the City of Stockton upon applying and throughout the entire term of service. There is no remuneration.

Planning Commission: A seven-member commission to administer the General Plan to provide a better urban environment for all to enjoy and to prepare, adopt and interpret a comprehensive long-range General Plan for responsible development of the City and land outside its boundaries that affect City planning. The Commission makes recommendations on the General Plan, zoning, code changes, plans for streets, highways and redevelopment, and conformity of capital improvements within the General Plan. Three vacancies for Council Districts 1, 3 and 5 begin immediately upon appointment and term of service ends Jan. 31, 2023. Term of service is four years with a two-term limit. Applicants must reside in the same district as the appointing Councilmember, with the exception of the Mayor's appointee. Remuneration is $25 a meeting, not to exceed $150 per month.

San Joaquin County Commission on Aging: Serves as an advisory body on aging matters to the San Joaquin County Board of Supervisors, Department of Aging, and San Joaquin County Board of Supervisors and acts as the San Joaquin County Long-Term Care Coordinating Council/Audit Day Health Care Planning Council. One vacancy begins immediately upon appointment and the term of service ends Sept. 16, 2022. A full term of service is for three years. Members meet the first Monday of each month at 1:30 p.m., except for August. Applicant must be a resident of the City ofStockton upon applying and throughout the entire term of service. There is no remuneration.

Strong Communities Advisory Committee: A seven-member Committee to annually review revenues and expenditures from the Strong Communities Fund and provide independent verification to the City's annual fund audit that all expenditures were made as represented in the ballot ordinance to Stockton residents. The Committee may also make recommendations to City Council regarding those expenditures. Three vacancies begin July 1, 2019, and term of service ends June 30, 2021. The full term of service is two years with a two-term limit. Applicant must be at least 18 years of age, be resident of the City of Stockton upon applying and throughout the entire term of service, except for the ex-officio member; and not be an employee, official, vendor, contractor or consultant of the City. There is no remuneration.

Teen Leadership Council: A 25-member council that advises City Council on matters concerning youth of Stockton and recommends membership to City Commissions and Boards. The 25 vacancies begin immediately after appointment. Term end dates and limits vary. Any City of Stockton high school student is eligible to apply for the Teen Leadership Council. Members meet monthly. There is no remuneration.

Water Advisory Group: A seven-member advisory group to the Council Water Committee on current and future water issues impacting water, wastewater and stormwater utilities for the City, including the review of the Municipal Utilities Monthly Operations and Maintenance Report. Three vacancies begin Jan. 31, 2019, and term of service ends Jan. 31, 2023. Term of service is four years with a two-term limit; each member's term coincides with the term of the Council Member or Mayor who nominated the member. The Advisory Group meets twice quarterly in the first two months of each quarter. Members must reside in one of the City of Stockton Municipal Utilities service areas. There is no remuneration.

City offices are open Monday through Thursday, 7:30 a.m. to 5:30 p.m., and every other Friday, 8 a.m. to 5 p.m. City offices are closed every other Friday and on observed holidays.
